Frank J Milligan, a mental health employee in Oregon, sexually assaulted a young boy. He was sentenced to 75 months in prison Milligan was also up on separate charges for sexual abuse, kidnapping and attempted murder of another young boy. Great - this is a mental health employee, ha! Nope, no one will miss him and it would be best if he were kept behind bars so an eye can be kept on him ensuring he does as little damage to others as possible.
